The discipline of planning and delivering a defined output on time, on budget, and to scope.

Project management is the discipline of planning, coordinating, and controlling work to deliver a defined output within its constraints of time, budget, and scope. It encompasses scheduling, resourcing, risk and issue tracking, and the day-to-day mechanics of getting a deliverable built.

Project management delivers the output but does not, by itself, secure the benefit. That is the job of change management, which gets people to adopt what was built. The two are complementary disciplines: a well-run project can deliver perfectly against the iron triangle and still produce no value if adoption is left unmanaged.
